Please set up by the following procedure.
1. Turn on the switch on top-right corner in the screen of the «Install Button Unlocker».
2. Accessibility screen is opened. Please select the «Install Button Unlocker» item from the list.
3. Turn on the switch on the top-right corner.
4. «Use Install Button Unlocker?» dialog is displayed. Then choose OK button.
In Android 5.0 or later, an error may occur.
If an error occurs, install the «Alert Window Checker» from below, please stop the app that inhibit the activation.

If you activate the accessibility, please confirm the explanation, agree, and activate it.
Unlocked Button List
The unlocked button list is shown below. Users can also be added.
・INSTALL button（From Android 4.1 to 7.1）
It will be displayed when you install the app from the apk file.
・Vpn button（Android 4.3 or lator）
It will be displayed when you want to allow the VPN.
・Accessibility button（From Android 5.0 to 7.1）
It will be displayed when you activate the accessibility features.
・ALLOW button（Android 6.0）
It will be displayed when the app requests the permission of the authority.
It is also effective for permission buttons on the «App permissions» screen in the settings.
・START NOW button（From Android 6.0 to 7.1）
It will be displayed when you allow the screen capture.
・ACTIVATE button（From Android 6.0 to 7.1）
It will be displayed when you activate device administrator.

Reason that button is locked
The Android has been equipped with the feature called «Alert Window» or «Toast». It is the ability to display the layout in front than normal app.
If this feature is exploited, a user will be allowed to unintended operation named «Tap Jacking Attack».
Android has set the security to some buttons in order to prevent this. If the layout in front of the button is being displayed, the button is locked.
Generally, the security is released by stopping the app that displays the layout in front of the button.
About Tap Jacking Attack
Illegal window is displayed in the foreground and a user will be allowed to illegal operation as follows:
・Download and install the illegal apps
・Fraudulent billing
・Grant Illegal permission, etc.
About Locked Button
Locked button will not change the color even if the tap.
In Android 6.0 or later, the following message may be displayed when you tap the locked button.

I solved this as follows: — Go to Settings > Apps > Settings icon (at the bottom). — Then Advanced > Special access > Draw over the other apps. — At the top right, in the scrolling menu, choose «Show system processes». — Select «Floating dock» and disable «Permit drawing over other apps».
This setting specifies whether your device should allow Google to inspect apps installed over USB for possible harmful behavior.
In order to install apps over USB you must also have USB debugging enabled and compatible software (such as the ADB tool supplied by Google to developers, though other software can also take advantage of this ability) on the connected computer.
App developers may want to have this service disabled in order to speed up the process of loading their app onto their device for testing. If you are installing apps that you did not develop yourself over USB, it is recommended that you enable this.
This setting has no effect on apps that are installed on the device itself, either from the Play store or from other sources.

У меня было то же самое с планшетом. Я перезапустил планшет, и он сработал.

PS: вход в безопасный режим может отличаться для некоторых устройств. попробуйте поискать в Google модель вашего устройства, если она не работает!
Может быть, трюк DevMike работает, но я решил это, сняв uncheck чтобы проверить приложения через USB.
Настройка> Параметры разработчика> проверьте приложения через USB и снимите флажок проверки приложений через USB.
Замечания:

Как исправить проблему «Обнаружены наложения» на Android-устройстве
Как выяснили специалисты, причина возникновения ошибки кроется в появлении в версиях ОС Android Marshmallow и Nougat новой функции, которая позволяет некоторым программам «проявляться» поверх других приложений. Например, у Facebook Messenger заголовки чата остаются на переднем плане — то есть, мессенджер использует функцию «поверх других приложений». Как вы понимаете, отсюда и обнаруживающиеся наложения. И это далеко не единственная программа, наделенная таким функционалом. Но проблема не в этом, а в том, что некоторые вновь запускаемые приложения, когда наложение активно работает, запрашивают для себя новое разрешение, а ОС Android не позволяет изменять параметры, что и приводит к ошибке «Обнаружены наложения».
Таким образом, если вы устанавливаете новое приложение и запускаете его в первый раз, одновременно ведя беседу в чате Facebook, то получите сообщение об ошибке, как только новое приложение попытается запросить установку разрешений. На приведенном ниже скрине используется приложение «WhatsApp«, который использует для своей работы функцию наложения экрана поверх других приложений. Работа данного приложения также вызывает появление ошибки «Обнаружены наложения».
