UPDATE_APP_TO_LOGIN about TelegramApiServer HOT 4 CLOSED
Telegram has started enforcing the use of 64-bit identifiers for users and chats, and the current stable version of madelineProto does not support them yet. If you try to login, you may see UPDATE_APP_TO_LOGIN error.
Need to wait for madelineProto update to Layer 133. There is no ETA for such update 🙁

Друзья, важная информация по ошибке в Telegram!
Чтобы исправить ошибку нужно удалить и снова установить приложение Telegram, как на компьютере, так и на телефоне. После переустановки ошибка исчезнет и будет работать как раньше.
Это связана с тем, что Telegram обновил настройки конфиденциальности и у большинства пользователей сейчас вылетает ошибка "Channel administator has restricted saving content from the channel. Update your app to open the chat.".

Telegram TDLib error: UPDATE_APP_TO_LOGIN
If you get the error code 406 «UPDATE_APP_TO_LOGIN», means that the TDLib version is outdated and must be updated to latest 1.7.9 version, the reason is that Telegram has migrate to 64-Bit identifiers and previous versions are not compatible, so it’s not possible login with a phone (login with an existing account and QR code is still possible on 1.7.0 version).
